Minutes of the regular Board meeting of the Town of Normanna, Minnesota, St. Louis County, held in the Normanna Town Hall, on Monday, October 18th, 2010 at 7:00 p.m.  The meeting was called to order by Chair Daniel Johnson at 7:00 p.m.

Members Present:  Chair-Supervisor Daniel Johnson, Supervisor Dennis Gunsolus, Supervisor Geoffrey Brown, and Clerk-Treasurer
Ellen Hanson.

Others in Attendance:  Paul Hanson, Keith Engen, Gerry Engen, Kelly Engen, Kurt Johnson, Al Marshall, Linda Marshall,  Corey Hulst,
Bill Prudhomme, Sandy M. Cooke, Vivian Hanson, Larry Sandretsky, David Bolf, Eric Norland, Marcie Sandretsky, Marcie Stromgren,
Lone Cooke, and Thomas Fitzgerald.

Pledge of Allegiance:  The Pledge of Allegiance to the Flag of the United States of America was recited.

Approval of Agenda:  Johnson added under new business the newsletter.  Motion by Johnson, seconded by Gunsolus, and carried approved the agenda as amended.

Approval of Minutes:  Motion by Johnson, seconded by Gunsolus, and carried approved the September 20th, 2010 Board minutes as presented.

Normanna Volunteer Fire Department (NVFD):  Jeff Cooke reported there had been one medical run.

Ladies Auxiliary:  Linda Marshall reported the Auxiliary donated money to Kyle Holappa for his Eagle Scout Project.  She stated the October newsletter will be the last produced as the Auxiliary has been disbanded.

Normanna Land Use Committee Report:  No report.

Building and Grounds Report:  Johnson reported the town hall furnace was serviced.  He cleaned up the cemetery and emptied the water tank.  The mowing is done for this year.

Road and Bridge Report:  Johnson reported the two culverts were installed at King’s Court.  The road business has been completed for this season.

Fire Department Liaison:  Brown reported there was no meeting to report on.

Clerk’s Report:  Hanson reported she received and filed emails from Linda Marshall and Iris Hinchcliff regarding the Board and Fire Department and letters from Marcia Stromgren, Michael Grubb, Tammy Courrege, Linda Bloom, Dale Stanek, Daniel Bonhiver, Sandy M. Cooke, and an anonymous sympathy card.  Hanson announced she will offer election judge training again on October 20th from 6:00-8:30 p.m. at the Lakewood Town Hall.

Old Business

Fire Department – Resolution #2010-04:  Johnson reported on the committee formed to work on the resolution.  He stated the committee had worked on new language for the resolution.  There are several different points that need revision.  It was Board consensus the committee meet again and to table the resolution until the next meeting.

Fire Department Policies:  Johnson stated the objective is that the Department would develop the policies and present them to the Board for review.  There was a discussion on the titling of fire vehicles for insurance purposes.

Directional Town Hall and Missing Road Signs:  Johnson sent a letter to the County regarding either moving the existing directional signs or adding new ones; and replacing the missing signs.

New Business

November Election:  Johnson stated last month a list of election judges was approved.  The Board approves the judges that are trained.  Marcia Stromgren stated that she was not on the list of judges approved by the Board.  Johnson said he thought she was on the list.  Stromgren asked to see a copy of the letter.  Hanson provided the copy for her to look at.  Stromgren was on the list.  Stromgren then stated that if she was not on the next schedule she would file a complaint with the Secretary of State.

Resolution #2010-07 Local Powers to be Reinstated:  The resolution reinstates the Local Board of Appeal and Equalization to the Town of Normanna.  Motion by Johnson, seconded by Brown, and carried approved the resolution.

Treasurer’s Report:  Hanson distributed the Cash Control Statement, Net Pay Account Distribution Report, and Claims List for approval to the Supervisors.  The claims list is attached and the other reports are in the Clerk-Treasurer’s book.

Beginning Balance – 09/01/2010 - $90,207.25
Total Disbursements – September - $12,955.63
Outstanding Checks - $4,829.79
Total per Bank Statement – 09/30/2010 - $82,089.07
October claims 1713 – 1724 totaled $18,917.93 were presented for approval.
October payroll checks 1819 – 1822 totaled $586.42.

Motion by Johnson, seconded by Gunsolus, and carried to pay the claims as presented and accepted the September cash control statement.

Transfer of Funds from Road & Bridge into General:  It was Board consensus to wait for December to transfer funds.

Newsletter:  The Board thanked the Ladies Auxiliary for their contributions to Normanna Township.  It was Board consensus to add to the March 2011 annual meeting agenda the question of whether or not the town should produce a newsletter.

Correspondence was reviewed.  Checks were signed.

The next meeting of the Board will be November 15th, 2010 at 7:00 p.m.

A motion by Gunsolus, seconded by Johnson, and carried adjourned the meeting at 8:02 p.m.
