Minutes of the regular Board meeting of the Town of Normanna, Minnesota, St. Louis County, held in the Normanna Town Hall, on Monday, October 19th, 2009 at 7:00 p.m.  The meeting was called to order by Chair Daniel Johnson at 7:00 p.m.

Members Present:  Chair-Supervisor Daniel Johnson, Supervisor Geoffrey Brown, and Clerk-Treasurer Ellen Hanson.

Others in Attendance:  Dennis Gunsolus, Kurt Johnson, Alan Marshall, and Marcia Stromgren.

Approval of Agenda:  Motion by Johnson, seconded by Brown, and carried approved the agenda as presented.

Approval of Minutes:  Motion by Johnson, seconded by Brown, and carried approved the September 21st, 2009 board minutes.

Resolution #2009-04:  The resolution accepted the resignation of Marcia E. Stromgren from the board.  Motion by Johnson, seconded by Brown, and carried approved the resolution which accepted the resignation.

Appointment of Supervisor:  Johnson received two nominations.  They were Dennis Gunsolus and Molly Tillotson.  Motion by Johnson, seconded by Brown, and carried appointed Dennis Gunsolus to the vacant supervisor position until the March election.

Appointment of Vice-Chair:  Motion by Johnson, seconded by Gunsolus, and carried appointed Brown to the vice-chair position.

Appointment of Land Use Committee Chair:  Motion by Johnson, seconded by Brown, and carried appointed Gunsolus to the chair position.

Normanna Volunteer Fire Department (NVFD):  K. Johnson reported that there was one medical run. 

Normanna Ladies Auxiliary:  No report.

Normanna Land Use Committee:  Gunsolus researched the variance request and found that the property owners should be granted the variance.

Building and Grounds Report:  Brown contacted D.G. Solem & Sons to service the town hall furnace.  He also purchased the plastic wrap for the second floor windows.  Johnson reported that the cemetery appears to be cleaned up for the most part with only a few plastic flowers remaining.

Road and Bridge Report:  Johnson reported that Kurt Rodgers had placed a bid for snow plowing the town hall drive for the 2009/2010 season.  He bid $65 per snow fall with two inches or more.  Motion by Johnson, seconded by Brown, and carried accepted the bid.

Clerk’s Report:  Hanson requested that she be allowed to apply for the Election Assistance for Individuals with Disabilities (EAID) Grant.  K. Johnson volunteered to assist her with the documents.  Motion by Johnson, seconded by Gunsolus, and carried approved the request.  Resolution #2009-05 was unanimously accepted which granted the township permission to apply for the grant.

Treasurer’s Report:  Hanson distributed the Cash Control Statement, Net Pay Account Distribution Report, and Claims List for approval to the supervisors.  The claims list is attached and the other reports are in the clerk-treasurer’s book.

Total Disbursements – September - $21,022.79

Outstanding Checks - $519.47

Total per Bank Statement - 09/30/2009 - $62,940.38

October claims 1631 – 1644, 1649-1650 totaled $16,692.94 were presented for approval.

October payroll checks 1645 – 1648 totaled $563.33.

Motion by Johnson, seconded by Brown, and carried paid the claims as presented and approved the September cash control statement.

Old Business

Normanna Information Signs:  Stromgren reported that it will take the county up to two months to get all the signs in place. 

Normanna Web Page:  Hanson reported on the web page changes.

Computer Update:  Hanson reported that the computer has not been ordered yet.

Propane Update:  Gunsolus will check with local suppliers for their rates and other charges.

Rental Agreement for Town Hall Property:  Johnson will create a form to be used when a resident would like to use town hall property.

New Business

Petitions from the Floor:  Stromgren requested that the board continue to alert the township residents of the proper placement of 911 signs.  She suggested the information be placed in the next newsletter.  Stromgren stated that township boards are not allowed to endorse candidates however, individuals may do so.

SLCATO (St. Louis County Association of Township Officers) Report:  No report.

DAT (Duluth Area Townships) Report:  No report.

Newsletter Items:  Newsletter items were reviewed. 

Correspondence was reviewed.  Checks were signed.

The next meeting of the Board will be November 16th, 2009 at 7:00 p.m.

A motion by Brown, seconded by Johnson, and carried adjourned the meeting at 8:02 p.m.
