Minutes of the regular Board meeting of the Town of Normanna, Minnesota, St. Louis County, held in the Normanna Town Hall, on Monday, November 19th, 2012 at 7:00 p.m.  The meeting was called to order by Chair Daniel Johnson at 7:00 p.m.

Members Present:  Chair-Supervisor Daniel Johnson, Supervisor Dennis Gunsolus, Supervisor Kimberly Grubb, and Deputy Clerk Paul Hanson.  Absent: Clerk-Treasurer Ellen Hanson.

Others in Attendance:  Vivian Hanson.

Pledge of Allegiance:  The Pledge of Allegiance to the Flag of the United States of America was recited.

Approval of Agenda:  Johnson presented the agenda.  Motion by Johnson to accept the agenda as presented, seconded by Gunsolus.  Motion carried unanimously.

Approval of Board Minutes:  The October 22nd, 2012 minutes were reviewed.  Motion by Johnson to approve the October 22nd, 2012 Board minutes as presented, seconded by Grubb.  Motion carried unanimously.

Normanna Fire Department (NFD):  Dan Johnson reported there was one run.

Normanna Land Use Committee Report:  No report.

Buildings and Grounds Report:  Johnson reported the town hall furnace has been serviced.  There was discussion about the propane tank at the fire hall, and possibly using one tank to accommodate both buildings.

Road and Bridge Report:  Johnson needs to get a bid for snow plowing.  Grading has been done on township roads.

Fire Department Liaison:  Johnson reported the fire department meet on the first and third Thursday of the month.  Grubb asked Johnson to a clear statement of why the fire hall can be used publicly (according to Minnesota state statutes and confirmed by Minnesota Association of Townships).

Clerk’s Report:  No report.

Old Business

Cloquet Valley Initiative Broadband (CVII):  Grubb attended a CVII meeting with the Lake County Commission.  There was a basic progress report on broadband installation presented.  Normanna is unofficially in Lake Connections plans to reallocate funds to build in our community but it is up to Rural Utilities Services (RUS).

Culvert Replacement on Troy Brett Trail:  Johnson met with Michael Davis, FEMA, and filled out the worksheet.  FEMA will look over the forms.  The request is for $3000 and will likely be awarded.

New Business

March Elections:  The annual election will be held on Tuesday, March 12, 2013, from 5:00 – 8:00 p.m. at the Town Hall.  One three year supervisor position is open.

Transfer of Funds from Road & Bridge to General Fund:  The General fund has a negative balance.  Johnson made a motion to transfer $15,000 from the Road & Bridge Fund to the General Fund, seconded by Gunsolus.  Motion carried unanimously.

Kings Court Township Land:  There was discussion about the parcel of land owned by Normanna Township in the Kings Court area.  Johnson will look into possibly selling the land.  Johnson will talk with the Fire Department about it.

Building Committee:  There is a tentative meeting set for November 20th at 7:00 p.m.

Treasurer’s Report:  Deputy Clerk Hanson distributed the Cash Control Statement, Net Pay Account Distribution Report, and Claims List for approval to the Supervisors.  The claims list is attached and the other reports are in the Clerk book.

Total Disbursements – October - $19,337.51
Outstanding Checks - $7,514.46
Total per Bank Statement – 10/31/2012 - $126,689.96
November claims 1934-1950 totaled $31,233.80 were presented for approval.
November payroll checks 2185-2188 totaled $556.67.

Motion by Johnson to pay the claims as presented and accepted the October cash control statement, seconded by Gunsolus.  Motion carried unanimously.

Petitions from the Floor:  None.

Correspondence was reviewed.

Checks were signed.

The next meeting of the Board will be Monday, December 17th, 2012 at 7:00 p.m.

A motion by Johnson, seconded by Gunsolus, and carried adjourned the meeting at 7:59 p.m.
