Minutes of the regular Board meeting of the Town of Normanna, Minnesota, St. Louis County, held in the Normanna Town Hall, on Monday, March 22nd, 2010 at 7:00 p.m.  The meeting was called to order by Chair Daniel Johnson at 7:00 p.m.

Members Present:  Chair-Supervisor Daniel Johnson, Supervisor Geoffrey Brown, Supervisor Dennis Gunsolus, and Clerk-Treasurer
Ellen Hanson.

Others in Attendance:  Paul Hanson, Dan Bonhiver, Norm Holappa, Becky Holappa, Kyle Holappa, Linda Marshall, Bill Prudhomme, Tony Vatalaro, Kerry Koller, Vivian Hanson, Mike Gunsolus, Eric Norland, Keith Engen, Gerry Engen, Don Mitchell, Kelly Engen, Mark Anderson, Russ Johnson, Aaron Gelineau, Susan RanFranz, Doug Manthey, Marcia Stromgren, Inez Wildwood, and Molly Tillotson.

Approval of Agenda:  Motion by Johnson, seconded by Brown, and carried with the amendment to add the Eagle Scout Project by Kyle Holappa to the agenda prior to reports.

Approval of Minutes:  Motion by Johnson, seconded by Brown, and carried approved the February 22nd, 2010 board minutes as presented.

Approval of Board of Audit:  Motion by Johnson, seconded by Brown, and carried as presented.

Approval of Board of Canvass Meeting:  Motion by Johnson, seconded by Gunsolus, and carried as presented.

Eagle Scout Project:  Kyle Holappa presented an Eagle Scout project for the board to review.  His project will be to construct a new sign for the Fire Hall/Town Hall with a flower garden underneath it.  The current sign will be taken down.  Gunsolus will be the liaison for the project.  There was board consensus that Holappa move forward with the project.

Normanna Volunteer Fire Department (NVFD):  Hanson reported that there was one medical run.  The new lock has been installed at the Fire Hall.  There was a request to transfer $5000 from the Fire Fund to the Large Cap Fund.  Request was tabled until the next meeting.

Normanna Ladies Auxiliary:  L. Marshall reported that the newsletter will be out on April 1st.  The pancake breakfast will be May 1st from 7:00 a.m. to Noon at the Gnesen Community Center.

Normanna Land Use Committee:  No report.

Building and Grounds Report:  No report.

Road and Bridge Report:  Johnson stated that the annual road inspection will take place next month.  Supervisors will meet at the town hall at 5:30 p.m. on April 19th.

Clerk’s Report:  Hanson announced that the Local Board of Appeal and Equalization meeting will be April 21st from 2:00 p.m. to 3:00 p.m. at the County Assessor’s Office.  Hanson reported that the election went well and that there were 201 voters.

Treasurer’s Report:  Hanson distributed the Cash Control Statement, Net Pay Account Distribution Report, and Claims List for approval to the supervisors.  The claims list is attached and the other reports are in the clerk-treasurer’s book.

Total Disbursements – February - $2,990.97
Outstanding Checks - $1,919.56
Total per Bank Statement - 02/28/2010 - $85,189.85
March claims 1625 – 1638 totaled $9,751.13 were presented for approval
March payroll checks 1706 – 1709 totaled $563.34.

Gunsolus made a motion not to pay claims 1636 & 1637, motion failed for lack of a second.

Motion by Brown, seconded by Johnson, and carried to pay the claims as presented and approved the February cash control statement.  Johnson and Brown voted in favor and Gunsolus voted against.

Motion by Johnson, seconded by Gunsolus, and carried to transfer fire hall loan funds automatically in to the Building fund.

Old Business

Propane Contract:  Gunsolus and Hanson have been contacted by Superior Fuel Company on the new service.  The town hall is out of propane.

Fire Hall Access:  Johnson gave a recap of the events that had taken place over the past few months.  He stated that the fire department is a corporation.  Johnson said he will contact the town attorney.  Johnson read a letter from Kenneth D. Butler, LTD Attorney at Law, representing the fire department.  There was discussion.  Brown will meet with the Firefighters to find a resolution.  M. Stromgren presented to supervisors and read a letter she penned. The letter has been received and filed.

New Business

Cemetery and Town Hall Clean-up Date:  The date will be May 22nd; at 9:00 a.m.  Meet at the town hall or the cemetery.  Volunteers are welcomed.

Annual Road Inspection:  The annual road inspection will take place at 5:30 p.m. on April 19th.  Supervisors will meet at the town hall.

Cemetery and Town Hall Mowing Bids:  The Township will accept bids for mowing the cemetery and town hall grounds through April 19th, 2010.

Grading Bids:  Johnson will bring in a bid next month.

Petitions from the Floor:  M. Stromgren asked about the furnace because we are out of propane.  She asked about the newsletter deadline.  She suggested that Robert’s Rules of Order be reviewed.

Correspondence was reviewed.  Checks were signed.

The next meeting of the Board will be April 19th, 2010 at 7:00 p.m.

A motion by Brown, seconded by Gunsolus, and carried adjourned the meeting at 8:34 p.m.
