Minutes of the regular Board meeting of the Town of Normanna, Minnesota, St. Louis County, held in the Normanna Town Hall, on Monday, July 26th, 2010 at 7:00 p.m.  The meeting was called to order by Chair Daniel Johnson at 7:00 p.m.

Members Present:  Chair-Supervisor Daniel Johnson, Supervisor Dennis Gunsolus, and Clerk-Treasurer Ellen Hanson.
Members Absent:
  Supervisor Geoffrey Brown.

Others in Attendance:  Paul Hanson, Keith Engen, Gerry Engen, Sandy M. Cooke, Vivian Hanson, Marcia Stromgren, Linda Marshall,
Alan Marshall, Kurt Johnson, Steve Abbott, A.J. Marshall, Bill Prudhomme, Jeff Cooke, Lone Cooke, Bob Spehar, Kimberly Grisim, and
Corey Hulst.

Pledge of Allegiance:  The Pledge of Allegiance to the Flag of the United States of America was recited.

Approval of Agenda:  Motion by Johnson, seconded by Gunsolus, and carried approved the agenda.

Approval of Minutes:  Motion by Johnson, seconded by Gunsolus, and carried approved the June 21st, 2010 board minutes as presented.

Normanna Volunteer Fire Department (NVFD):  K. Johnson reported there had been 3 medical runs.

Normanna Ladies Auxiliary:  No report.

Normanna Land Use Committee Report:  Gunsolus reported the county will make the decision on the variance.

Building and Grounds Report:  Johnson reported S. Cooke had applied fertilizer to the cemetery grounds.  He stated the trim on the town hall needs work.  Gunsolus will look at it and advise Johnson at the next meeting.

Road and Bridge Report:  Johnson reported the grading and mowing was completed.

Fire Department Liaison:  No report.

Clerk’s Report:  Hanson reported on the Minnesota Association of Townships (MAT) Summer Short Course she attended on July 1st.  She attended Clerk Election training on July 20th.  Hanson will train election judges on July 24th and July 28th.  The Primary Election will be August 10th, 2010.

Old Business

Fire Department:  D. Johnson said a possible meeting with Warren Jorgensen, Bruce Roed, Board of Supervisors, and residents will either be on August 16th or 17th.  The other Fire Department issues are tabled until the next meeting.  Gunsolus talked about Duluth Township and their Fire Department being a corporation.  They are in the process of dissolving it.

Prebuy Propane:  Gunsolus will check with propane companies for their pre-buy prices.

New Business

Public Comment:  M. Stromgren commented on Supervisors Board of Review training.  Supervisor Johnson stated he is certified and only one certified Supervisor is required to hold the Board of Review meeting in Normanna.  K. Johnson reported chloride had been put on the King’s Court loop to reduce dust.

2010 Road Construction Project:  Johnson stated there is a need to replace two culverts on Lady Nicole Lane and add one on Troy Brett Trail. Motion by Johnson to hire Rodda to install three culverts and do a small amount of ditch work for up to $4500, seconded by Gunsolus, and carried.

Missing Road Signs:  The road signs are missing from Krista’s Kourtyard and Troy Brett Trail near Jean Duluth Road.  Motion by Johnson to replace the signs, seconded by Gunsolus, and carried.  Johnson will contact the County for the new signs.

MAT Summer Short Course:  Hanson had reported on it under the Clerks report.

Treasurer’s Report:  Hanson distributed the Cash Control Statement, Net Pay Account Distribution Report, and Claims List for approval to the Supervisors.  The claims list is attached and the other reports are in the Clerk-Treasurer’s book.

Outstanding Checks - $0.00
Total per Bank Statement - 06/30/2010 - $55,527.94
July claims 1673 – 1682 totaled $2,168.82 were presented for approval.
July payroll checks 1753 – 1755 totaled $579.49.

Motion by Johnson, seconded by Gunsolus, and carried to pay the claims as presented and accepted the June cash control statement.

Correspondence was reviewed.  Checks were signed.

The next meeting of the Board will be August 16th or 17th, 2010 at 7:00 p.m.

A motion by Johnson, seconded by Gunsolus, and carried adjourned the meeting at 7:45 p.m.
