Minutes of the regular Board meeting of the Town of Normanna, Minnesota, St. Louis County, held in the Normanna Town Hall, on Monday, August 15th, 2011 at 7:00 p.m.  The meeting was called to order by Chair Daniel Johnson at 7:00 p.m.

Members Present:  Chair-Supervisor Daniel Johnson, Supervisor Dennis Gunsolus, and Deputy Clerk Paul Hanson.

Absent Geoffrey Brown

Others in Attendance:  Bill Prudhomme, Eric Norland, Judy Johnson, Linda Rolfe.

Pledge of Allegiance:  The Pledge of Allegiance to the Flag of the United States of America was recited.

Approval of Agenda:  Motion by Johnson to approve the agenda as presented, seconded by Gunsolus.  Motion carried unanimously.

Approval of Minutes:  Motion by Johnson to approve the July 20, 2011 Board minutes as presented, seconded by Gunsolus.  Motion carried unanimously.

Normanna Volunteer Fire Department (NVFD):  Norland reported there were two medical runs.  Also, Tom Hanna is interested in rejoining.  Motion by Johnson, to approve the application of Hanna to rejoin fire department, seconded by Gunsolus.  Motion carried unanimously.  Hanna should mail the application to Clerk Hanson, who will then perform a background check.

Normanna Land Use Committee Report:  Gunsolus reported a meeting had been called as there was a request to use clean fill for the Bielke property on Jean Duluth Road.  The committee approved the request.

Buildings and Grounds Report: Johnson reported that there was nothing new going on.

Road and Bridge Report:  Johnson reported on two road wash outs, one on Lady Nicole and one on Lookout road.  On Lookout, the culvert collapsed and much road damage occurred around the culvert.  Johnson ordered a new culvert.  Lady Nicole may need a culvert.  Also, roadside mowing is done.

Fire Department Liaison:  Johnson reported on the St. Louis County FEMA grant for 911 radios for the department.  Johnson talked with a County representative regarding this issue.  The County will provide training at no charge.  The Township may need to pay for  new pagers.  The County will distribute the radios.  There may be some cost for installing radios.

Clerk’s Report:  Hanson reported that all is well.

Old Business

Cloquet Valley Broadband:  Johnson reported that the survey is complete and needs to be printed off.  There will be a mailing.

Relief Association:  Dan will continue to work with the State Auditor.  The representative that he is working with is on vacation until August 23rd.  Tabled until next month.

New Business

Official Page in Newsletter:  Tabled to next month.

County Assessors Fee:  Gunsolus talked with a representative on this issue.   A blue ribbon panel will study this issue and have recommendations by December.

Treasurer’s Report:  Deputy Clerk Hanson distributed the Cash Control Statement, Net Pay Account Distribution Report, and Claims List for approval to the Supervisors.  The claims list is attached and the other reports are in the Clerk-Treasurer’s book.

Total Disbursements – July - $10,074.25
Outstanding Checks - $5,686.85
Total per Bank Statement – 7/31/2011 - $129,219.14
August claims 1804– 1808   totaled $2077.83 were presented for approval.
July payroll checks 1949 – 1952 totaled $556.67

Motion by Johnson to pay the claims as presented and accepted the August cash control statement, with the exception of paying Supervisor Brown $42.46, seconded by Gunsolus.  Motion carried unanimously.

Petitions for the Floor:  None.

Correspondence was reviewed.

Propane Pre-buy:  Motion by Johnson to enter into a 2011/2012 heating season pre-buy agreement with Superior Fuel to purchase propane for $1.59 per gallon, seconded by Gunsolus.  Motion carried unanimously.  Hanson will contact the company to let them know that the check will be issued at the September meeting.

Checks were signed.

The next meeting of the Board will be Monday, September 19th, 2011 at 7:00 p.m.

A motion by Gunsolus, seconded by Johnson, and carried adjourned the meeting at 7:40 p.m.
