Minutes of the regular Board meeting of the Town of Normanna, Minnesota, St. Louis County, held in the Normanna Town Hall, on Monday, April 16th, 2012 at 7:00 p.m.  The meeting was called to order by Chair Daniel Johnson at 7:00 p.m.

Members Present:  Chair-Supervisor Daniel Johnson, Supervisor Dennis Gunsolus, Supervisor Kimberly Grubb and Clerk-Treasurer Ellen Hanson.

Others in Attendance:  Eric Norland and Bill Prudhomme.

Pledge of Allegiance:  The Pledge of Allegiance to the Flag of the United States of America was recited.

Approval of Agenda:  Johnson added to the agenda new business building committee.  Motion by Johnson to approve the agenda as amended, seconded by Gunsolus.  Motion carried unanimously.

Approval of Minutes:  The March 28th, 2012 minutes were review.  Motion by Johnson to approve the March 28th, 2012 Board minutes as presented, seconded by Grubb.  Motion carried unanimously.  Motion by Johnson to approve the 2012 Reorganization minutes as presented, seconded by Grubb.  Motion carried unanimously

Normanna Fire Department (NFD):  Eric Norland reported there were three fire runs.  Lake Superior College has about $1450 available for training.  There is Department of Natural Resources grant available with 50/50 match for up to $2000.  The due date is June 1, 2012 for applications.

Normanna Land Use Committee Report:  Hanson distributed the forms to Supervisors.  Appointments will be made at the May meeting.

Buildings and Grounds Report:  Grubb reported there was nothing new to report.

Road and Bridge Report:  See Johnson’s report under Road Projects.

Fire Department Liaison:  Johnson talked with the department about policies and they have completed most of the state forms.

Clerk’s Report:  Hanson reported there was nothing new to report.

Old Business

Cloquet Valley Initiative Broadband:  Grubb announced the next meeting will be on June 7 at North Star and she will need to bring Normanna’s contribution check.  Normanna’s motion was for up to $1000.  The first check will be made out to Cloquet Valley Internet Initiative for $500 and in the May claims.  The second check will be delayed until next year.

Fire Relief Forms:  Johnson gave the completed forms to the Clerk to send to the state.  There is one form left to be completed by the accountant.

New Business

Spring Cleanup:  The cleanup is set for Saturday, May 19 for the cemetery and town hall beginning at 9:00 a.m.

Grading Bids:  Johnson received quotes from Rodda and Greg Kunst.  Rodda charges $85 per hour for grading and Kunst $105 per hour.  Motion by Johnson to award the grading bid to Rodda at $85 per hour, seconded by Gunsolus.  Motion carried unanimously.

Road Projects 2012:  Johnson and Gunsolus inspected the township roads prior to the board meeting.  There is a need for basic ditching and basic gravel.  A future need will be the culvert going into King’s Court.  Otherwise, the roads look good.  Recently, Look Out Road required some work, which Johnson authorized.

Local Board of Appeal and Equalization:  The meeting will be Wednesday, April 18 at 6:00 p.m.

Treasurer’s Report:  Clerk Hanson distributed the Cash Control Statement, Net Pay Account Distribution Report, and Claims List for approval to the Supervisors.  The claims list is attached and the other reports are in the Clerk book.

Outstanding Checks - $2,808.39
Total per Bank Statement – 03/31/2012 - $125,186.19
April claims 1874–1882 totaled $9,019.69 were presented for approval.
April payroll checks 2080-2084 totaled $599.13

Motion by Johnson to pay the claims as presented and accepted the March cash control statement, seconded by Grubb.  Motion carried unanimously.

Petitions from the Floor:  None.

Correspondence was reviewed.

Checks were signed.

The next meeting of the Board will be Monday, May 21, 2012 at 7:00 p.m.

A motion by Johnson, seconded by Grubb, and carried adjourned the meeting at 8:06 p.m.
